FileBBS Update notes for Version 0.2 - 30th December 1990

The only change to this is that long file descriptions in FILES.BBS are
wordwrapped when putting them into the .DIR files.  Previously they were
just copied into the file and ///Turbo would get upset displaying some
lines several times and causing system errors.
