Fixed bug and added some frames support.
I have added some frames support in this version.
You will find the frames stuff in a pulldown menu.
I will add some examples of how these work on my home
page soon and will also update the docs to reflect
the changes very soon.
Hint:To write a frames document clear the regular
template and replace it with the frames template.

Web Design1.3h leaves out the > at the end of the LFONT tag.
I am making Web Design a bit smarter so tags aren't
duplicated when changes are made. I would have waited
till I had this more complete were it not for the bug
I created in v1.3h.
