Short:    OS friendly wait-for-bottom-of-frame routine

With some hacking about, this could be used for Viewports. At the moment,
it's really intended for people who are taking over the copper and blitter
themselves, but are using OS functions for arbitration like Chris Green
recommends. Enjoy
