Short: TeX-ified version of the GNU emacs .readme

In short, I decided to TeX up the readme which came with the distribution of
amiga GNU Emacs.  I did it to:

1.  Test TeX at SUNY at Albany.

2.  I'm tired of seeing documentation which is poorly formatted, so I decided 
    TeX this one in a similar fashion to the TeX documents available for term.

All you need to TeX it is plain old TeX.  It should come out fine!
