Short: Converts .DL files to .GL anim files

I found this source somewhere (sorry forgot, *sheepish grin*) and since
there were no DL viewers for the Amiga, I thought it might be a good
addition to the aminet library. I haven't had the chance to try it out so
it's all on the poster's word. It can't be too much harm as the source is
included.

Successfully compiled under SAS/C v6.3.
