Short: A carcost database, using MUI, version 3.0

LONG: 
This is version 3 of the programm "AutoKosten", now called CarCosts.
This version uses MUI and supports locale.library, if available. Without
locale.library, the interface uses german text. An english catalog and all
needed files are included.
A program to convert 2.0 data files to version 3 data files is included.
