openurl.library looses the seg associated with L:OpenURL-handler
each time it is inited.

OpenURL is in the public domain and the original author said it
is not longer developed by him.

So I decided to put the modified openurl.library on Aminet,
with the modified source included.

The one and only modification is a tag added to
CreateNewProcTags() in libraray_api.c .

The library was bumped to version 3.1 (3/12/2001).

To install the library:
- rename LIBS:openurl.library LIBS:openurl.library.orig
- copy openurl.library LIBS:
